I have a Venue Server running on a Red Hat Linux box. When I try to
run VenueManagement2.py to connect and configure the Venue Server I
get an error stating that I am unable to connect. Is port 8000 valid
for this connection?

Yes it should be something like:
https://name.of.server:8000/VenueServer

Also, although you can configure the server to allow other certificate
holders to configure it, the default situation is that you'll need to
be running the VenueManagement tool with the same certificate as the
server itself is running.
